Hazel is one of the original panel members of Colorado Mediators & Arbitrators (CoMA), where she has mediated and arbitrated commercial disputes.  She is extremely knowledgeable and thorough in her profession, and has contributed significantly to the improvement of CoMA’s processes and rules revisions.   Hazel assisted in the updating and revision of the IADR Arbitration course, and in 2008 she taught three sections of Arbitration (covering both labor/employment and commercial matters) through IADR at Colorado Technical University.

In the employment/labor arena, she is a Senior Attorney at the Denver Regional Office of the Federal Labor Relations Authority (FLRA), and in her more than twenty years with that agency, she has applied dispute resolution techniques such as facilitated negotiation to resolve hundreds of unfair labor practice complaint cases that would otherwise require litigation.  At the FLRA, she serves as a hearing officer in representational cases (unit clarification of positions, for example), and in doing so, she controls the hearing, entertains and rules on motions, and makes disposition of evidentiary objections.   Also in connection with her work at the FLRA, she has served as an EEO counselor for fifteen years, and in doing so, she has negotiated pre-complaint settlements, received extensive training, and has been a client advocate in all phases of the EEO process for federal employees.

Ms. Hanley serves as an arbitrator for the Financial Industry Regulatory Authority (FINRA) and the Federal Mediation and Conciliation Service (FMCS) and mediates employment matters for the United States Postal Service (USPS).

1986 - Present Attorney, Federal Labor Relations Authority, Denver, Colorado: Conduct unit determination and eligibility hearings; analyze unfair labor practice charges arising among federal agencies, unions and employees; interview witnesses, prepare pleadings and motions, negotiate settlements, conduct trials and prepare briefs.
